Inthiswork,QinHuioffersabracingexaminationoftheimpactofcoronaviruspandemiconpoliticalinstitutionsinbothChinaandtheWest.Deliberatingonthecontradictionbetween“humanrights”and“humansurvival,”hecontendsthatChinahasachievedsuccessinimposingcoercivelockdownstocontrolthevirus,butitwillbeachallengetopreventthenormalizationofemergencymeasuresfromworseninghumanrightconditions.TheWest,incontrast,mustlearnhowdemocraciescanefficientlyenterastateofemergencyandputanendtothesemeasuresatthepropertime.
